How We Start a Condo Landscape Contract

1.Free estate walkthrough

A senior supervisor visits your condo and walks the grounds with your property manager or council representative. We photograph existing conditions, identify problem areas, count trees and feature plants, measure lawn zones, and review existing irrigation and drainage. Walkthrough takes 1 to 2 hours.

 

2. Tender pack within 5 working days

You receive a complete tender pack — detailed scope of works, manpower plan, monthly fixed pricing, full credentials documentation, sample council report, and references from current MCST clients. Everything formatted for direct inclusion in your council meeting pack.

 

3.Council review and AGM approval if needed

Your council reviews quotes from qualified contractors. For contracts exceeding the council’s authority threshold under the BMSMA, AGM approval is required. We can attend council meetings or AGMs on request to present our proposal and answer questions.

 

4.Onboarding within 2 to 3 weeks

Once awarded, we schedule a kick-off walkthrough with the outgoing contractor where possible, conduct asset and tree inventory, brief the council on access protocols and key handling, and place the first stationed gardener (for stationed contracts). Float team starts on the agreed schedule.

Are you BCA-registered for our condo landscaping contracts? Y

es, we are BCA-registered landscape contractors in Singapore. It is one of the baseline requirements for tender eligibility under the BMSMA, and you need us to produce our registration document for inclusion in your tender pack.

 

Is there an ISA Certified Arborist in your company?

Yes, we have an ISA Certified Arborist who handles tree work assessment for all our condo estates. This is important for MCST because any mature tree on your common areas requires professional assessment before trimming and/or felling due to NParks regulations. And many MCST insurance policies require such assessments by a certified arborist before proceeding.

Are you NParks-approved?

We are both NParks-approved contractors for our tree work. More MCST estates require these qualifications when vetting bids, especially those that have mature heritage trees and/or protected species.

 

What is the difference between a stationed gardener vs. mobile float team?

With the former, you have a dedicated gardener who works exclusively for you for at least 2 to 3 days a week (sometimes daily). He gets to know your estate better than anybody else and becomes familiar with your council and its preferences. With the latter, the gardeners visit your estate only once or twice a month but work faster as they move around. Some MCST uses a combination of both services.

How does MCST contract tender work?

The tender process is quite consistent across MCST councils in Singapore, consisting of four stages: 1) council announces tender/invitation-to-quote for new landscapers, via property management company, 2) three or more contractors submit their quotes and scope, manning plan, credentials for review, 3) council evaluates proposals then makes a final selection during the next council meeting, 4) for contracts above the budget threshold, MCST AGM approval is required (under BMSMA). If our current stationed gardener leaves, how soon can we find a replacement? We place a new stationed gardener within 5 business days. Your gardeners from the mobile float team back up your estate during their scheduled visits, making sure the replacement station gardener is fully conversant with your layout, council preferences and residents. This is critical for MCSTs, since many experience problems with gardener turnover – the most common complaint MCSTs have against landscape contractors.

Do you provide monthly reports to MCST council meetings?

Yes, every month we prepare written reports on the work completed, number of man-hours spent, plants/areas treated, any pest/disease issues noted, recommendations from our arborist (regarding tree work), photographic evidence of major tasks done. Such reports are easy to slot into your council meeting pack or AGM appendices. How soon can we change landscape contractors? If your existing contractor has abandoned, left early, or was terminated by the MCST, we can start scheduled visits within 5 to 7 working days. If there is a planned transition, we would need 2 to 3 weeks to on-board effectively – this includes walkthrough with the exiting gardener(s), asset inventories, council briefing and assigning our first stationed gardener.

With the PWM coming, will our contract cost more every year?

Landscape contracts throughout Singapore face cost pressures ranging from 5 percent to 10 percent annually because of PWM (Progressive Wage Model). We make this clear upfront in our quotations. We lock in the first 12-month price then review every year afterwards. Our recommendation: optimise your scope, such as going from daily to half-day stationed gardener with float team cover; or right-sized tree pruning cycle.

Do you do other work besides mowing the lawn?

Yes, we maintain pool deck landscape, common areas pots, vertical gardens, koi ponds and water features if included in the contract terms. And our package includes pond/clean-up, pump replacement and vertical garden refreshment services. One vendor, one invoice, one point of contact for your entire landscape needs.

How do you respond to resident complaints and council escalations?

Every contract has one assigned account manager who will respond to council/property management calls within 4 working hours during weekdays. Resident complaints are channelled through the property management company rather than our gardeners. Incident reports for any unusual finding (e.g., storm damage, trespass/vandalism, fallen trees) are submitted within 24 hours.
