⚠️ Before You Cut: Singapore’s $50,000 Tree Fine

Under the Parks and Trees Act, illegal tree cutting in Singapore can result in fines up to $50,000. The law applies even on your own property if your tree’s girth is over 1 metre (measured at 1 metre above ground) — or if your property sits in a Tree Conservation Area like parts of Bukit Timah, Holland Village, Tanglin, Cluny, Nassim or Sentosa.

The good news: we handle the NParks permit application free of charge as part of our service. Our ISA Certified Arborist verifies your tree’s protected status, submits the required documentation, and gets approval before any work begins. You stay legal. We do the paperwork.

Max fine: $50,000 Permit handling: FREE Approval time: 5–10 working days

1. Tree Cutting & Felling

What it is: Complete removal of a tree at ground level. Used when a tree is dying, dangerous, structurally compromised, blocking construction, or simply at the end of its productive life. Most cuts are followed by stump grinding to clear the ground.

When you need it: Tree leaning towards a building, root system threatening foundations or pipes, severe disease, hollow trunk, or simply needing the space for new construction or landscape redesign.

Our process: Site assessment by certified arborist → NParks permit application (if required) → Sectional dismantling for trees near buildings, or directional felling for open spaces → Branches chipped on-site → Logs removed → Stump grinding to 150mm below grade → Site cleanup.

2. Tree Pruning

What it is: Selective removal of branches to improve tree health, structure or safety. The tree stays — only the problematic parts come off. NParks generally permits up to 30% crown reduction per session.

When you need it: Branches over the roof, dead limbs, crossing branches rubbing each other, poor structure on a young tree, reducing wind load before storm season, or simply opening up canopy for light penetration.

Pruning types we perform:

  • Crown thinning — Selective branch removal to reduce density without changing the tree’s shape.
  • Crown reduction — Decreasing the tree’s height or spread, usually for buildings or power lines.
  • Crown lifting — Removing lower branches for clearance over paths, driveways or play areas.
  • Deadwood removal — Targeted removal of dead or dying limbs that pose a fall risk.
  • Formative pruning — Shaping young trees so they grow with good structure.

3. Tree Trimming

What it is: A lighter, more aesthetic form of pruning focused on shape, neatness and growth control. Often combined with hedge shaping or topiary work on smaller ornamental trees.

When you need it: Regular maintenance to keep front-of-house trees looking groomed. Ornamental trees in landed home gardens, hotel grounds, condo entrances. Usually done quarterly or twice a year.

What’s different from pruning: Trimming focuses on appearance. Pruning focuses on structure and health. Many trees need both at different times.

4. Tree Removal & Emergency Response

What it is: Full tree removal including stump grinding or uprooting (root ball extraction). Also covers 24/7 emergency removal of fallen, leaning or storm-damaged trees.

Removal methods we use:

  • Cut-flush + stump grinding — Tree felled to ground level, stump ground to 150mm below grade. Most efficient and economical method. Ground ready for paving or new planting.
  • Full uprooting with root ball extraction — Required when underground utilities, drainage or building works need full ground clearance. More expensive and time-consuming.
  • Emergency fallen tree removal — 24/7 dispatch within 2 to 4 hours. Storm response during Northeast Monsoon (November to January) when most fallen tree incidents occur in Singapore.

Singapore Tree Laws — What You Actually Need to Know

Most homeowners don’t realise their tree is protected. Here’s the simple version of Singapore’s tree protection rules under the Parks and Trees Act.

When You Need an NParks Permit

You must get NParks approval before cutting or significant pruning if any one of these is true:

  • The tree’s girth is over 1 metre (measured at 1 metre above ground level)
  • The tree is a designated Heritage Tree (regardless of size)
  • Your property is in a Tree Conservation Area (TCA)
  • The tree is on public land, road reserve, or shared common property
  • The tree is on a development site requiring construction clearance

Major Tree Conservation Areas in Singapore

If your property is in any of these districts, all mature trees over 1 metre girth are legally protected — even on your private land:

Bukit Timah (parts)

Holland Village (parts)

Cluny

Tanglin

Nassim

Mount Sinai

Sentosa

Marina Bay (selected zones)

Old town heritage zones

TCA boundaries are updated by NParks periodically. We verify your address against the current TCA map before any work begins.

⚠️ Past Prosecutions Are Real

Singapore courts have imposed fines plus compensation orders for illegal tree cutting. One notable case saw a fine of $8,000 plus $76,035 in state compensation for unauthorised removal. Some violations have led to fines up to $50,000. The Parks and Trees Act is actively enforced — don’t risk it.

Our Permit Handling Process

1. Address & Tree Check

Our arborist measures the tree girth on-site and verifies your address against the current NParks TCA map. We tell you straight whether a permit is needed.

2. Documentation Prep

We prepare the NParks application including photos, tree species identification, justification for the work, and (if needed) a Visual Tree Assessment report.

3. Submit & Follow Up

We submit the application to NParks and follow up until approval is granted. Typical processing time is 5 to 10 working days. We never start work without approval in hand.

tree removal service in Singapore

Should You Cut, Prune, or Leave the Tree Alone?

Most homeowners default to cutting when pruning would have solved the problem. Our certified arborist always assesses preservation options before recommending removal — strategic pruning costs about a quarter of reactive removal and replanting.

Situation Recommended Action Why
Branch over your roof, tree otherwise healthy Crown reduction pruning Removes the immediate hazard, keeps the tree and its shade benefits
Tree leaning significantly, cracking visible Tree removal Structural integrity compromised — risk of catastrophic failure
Dead branches scattered throughout canopy Deadwood pruning Removes fall hazards, tree often still healthy at the core
Tree blocking new construction footprint Tree removal + uprooting Full ground clearance needed for build
Tree too tall, casting too much shade Crown reduction pruning (up to 30%) Reduces height while keeping the tree alive
Fallen during storm, blocking access Emergency removal 24/7 response, restore access first
Roots cracking driveway or threatening pipes Root assessment + likely removal Root pruning can sometimes work, but often requires removal
Disease in one section of canopy Targeted pruning + treatment Save the tree if disease is localised
Hollow trunk discovered Arborist assessment first VTA report determines whether tree can be saved or must come down

The Honest Truth We Tell Clients

Around 30 to 40 percent of clients who call asking for tree removal actually need pruning instead. We say so on the site visit. A pruning job costs less and keeps your tree’s shade, oxygen and property value. We’d rather do honest pruning today than dishonest removal that loses you a 30-year-old tree.

24/7 Emergency Tree Removal — Monsoon Season Response

Singapore’s Northeast Monsoon (November to January) brings the highest rate of fallen tree incidents. Strong gusts, saturated soil and shallow-rooted species like Rain Trees and Albizias contribute to branch failures and full tree falls during this period.

What We Handle Emergency

  • Fully fallen trees blocking driveways or roads
  • Trees leaning dangerously on buildings
  • Large branches dropped during storms
  • Trees uprooted but still partially upright
  • Damaged trees threatening neighbour property

Response Time

  • Within 2 to 4 hours during working hours
  • Within 4 to 6 hours after-hours and weekends
  • Priority response if blocking public access
  • Coordination with police/town council if needed
  • Documentation for insurance claims provided

Surcharges

  • Standard hours (8am–6pm weekdays): +$300
  • Evenings (6pm–10pm): +$300
  • Late night (10pm–6am): +$300
  • Sundays/Public Holidays: +$300
  • Surcharges typical of Singapore industry standards

Arborist Assessment Reports for Singapore Properties

Our ISA Certified Arborist provides written assessment reports required for permits, insurance, construction clearance, MCST decisions and pre-purchase property checks.

Visual Tree Assessment (VTA)

The standard arborist report covering tree health, structural integrity, hazard rating and recommended actions. Required for most NParks permit applications and increasingly requested by insurance providers.

Use cases: NParks permit, MCST council decisions, insurance claims, pre-purchase due diligence.

Construction Clearance Report

Detailed assessment for development sites where trees may be affected by building works. Includes tree protection zones, root protection requirements, and recommended construction sequencing.

Use cases: New build approval, renovation works near mature trees, foundation works.

Tomograph / Resistograph Testing

Specialised internal trunk testing to assess decay, hollow areas, and structural soundness without damaging the tree. Provides hard data for borderline removal decisions.

Use cases: Heritage Tree assessments, expensive specimen trees, post-storm structural verification

Root Exploratory Inspection (REI)

Investigation of root system condition, root spread, conflict with utilities or foundations, and root health. Often paired with root protection plans for construction projects.

Use cases: Foundation work, driveway repairs, utility installations near trees.

“Asked them to remove a mature rain tree in our garden. Their arborist came down, measured the girth, and told me it was protected and recommended crown reduction instead of removal. Saved me $2,000 and kept the tree. They pulled the NParks permit free of charge and did the pruning the following month. Honest contractor.”

Tree Cutting & Pruning FAQs

How much does tree cutting cost in Singapore?
Tree cutting costs in Singapore depend on tree height, access and service type. Small trees under 5 metres run $300 to $600. Mid-size trees 5 to 10 metres typically cost $600 to $1,500. Larger trees 10 to 20 metres with crane access run $1,500 to $4,000. Trees without crane access (requiring climbers) run $2,000 to $5,000. Stump grinding is $150 to $500. Full uprooting with root ball extraction runs $1,500 to $8,000. Emergency fallen tree removal (24/7) is $500 to $2,500. NParks permit handling is free with all our cutting services.

Do I need an NParks permit to cut a tree in Singapore?
Yes, in many cases. Under the Parks and Trees Act, you need NParks approval before cutting or pruning any tree with a girth over 1 metre (measured at 1 metre above ground level). All Heritage Trees require approval regardless of size. Properties in Tree Conservation Areas (TCAs) such as parts of Bukit Timah, Holland Village, Tanglin and Cluny require approval for trees with girth over 1 metre. Penalties for illegal cutting can reach $50,000. We handle the NParks permit application free of charge as part of our service.

What is the difference between tree cutting and tree pruning?
Tree cutting (or felling) is the complete removal of a tree, usually for safety, construction, or end-of-life reasons. Tree pruning is selective trimming of branches to improve tree health, shape, safety or aesthetics — the tree stays. NParks generally permits pruning of up to 30% of crown area in one session. Trimming is a lighter form of pruning focused on shaping. Removal is the same as cutting/felling but typically includes stump grinding or uprooting. We provide all four services.

Do you provide 24/7 emergency tree removal for fallen trees?
Yes. We run 24/7 emergency response for fallen trees across Singapore. Storm-damaged trees, branches blocking access, hazard trees leaning on buildings — we dispatch within 2 to 4 hours of the call, including evenings, weekends and public holidays. After-hours emergency call-out fees apply, but we never tell you to wait until Monday when a tree is blocking your driveway.

Are you an NParks-approved tree contractor?
Yes. Direct Garden Landscaping is BCA registered, NParks-approved for landscape and tree work, and has an ISA Certified Arborist on the team. These credentials let us legally handle protected tree work, pull NParks permits on your behalf, and submit Visual Tree Assessment (VTA) reports for construction clearance. Required for any work in Tree Conservation Areas or on Heritage Trees.

Can you give me a quote without a site visit?
For standard residential jobs, yes. WhatsApp us 3 to 5 photos of the tree, the surrounding access, and a rough height estimate. We respond with an indicative quote the same working day. Final price is confirmed after site visit. For NParks-protected trees, commercial sites, or trees over 10 metres, a free on-site arborist assessment is required.

What’s a Tree Conservation Area and does my property fall in one?
Tree Conservation Areas (TCAs) are designated NParks districts where all mature trees over 1 metre girth are legally protected. Major Singapore TCAs include parts of Bukit Timah, Holland Village, Cluny, Tanglin, Nassim, Mount Sinai and Sentosa. If your property falls in a TCA, you cannot cut or significantly prune any tree over 1 metre girth without NParks approval — even on your own land. Our arborist verifies your address against the current NParks TCA map before any work begins.

What is the maximum I can prune from a tree?
Under NParks guidelines, the maximum crown reduction in a single pruning session is 30% of the tree’s crown area. Heavier pruning stresses the tree, increases disease risk, and can trigger excessive water shoot growth. Our ISA Certified Arborist plans pruning across multiple sessions if your tree needs more than 30% reduction — typically 6 to 12 months apart to allow recovery.

What happens to the cut tree and debris?
All wood, branches and debris are removed from your property and disposed of through licensed NEA-approved channels. We chip smaller branches on-site for compact transport. Large logs go to licensed waste-to-energy plants or are recycled into mulch and biochar at Sarimbun Recycling Park. Cleanup is included in our quoted price. See our horticulture waste disposal service for context.

Is tree pruning during the rainy season safe?
Routine pruning during the Northeast Monsoon (November to January) is best avoided due to wet conditions, wind risk and slower healing. However, hazard pruning of damaged or storm-broken branches is sometimes necessary during this period — we prioritise safety over aesthetics. The best months for major pruning in Singapore are March to September when wounds heal faster and the tree is in active growth.

Do you provide arborist assessment reports?
Yes. Our ISA Certified Arborist provides Visual Tree Assessment (VTA) reports for construction clearance, insurance claims, MCST council decisions and pre-purchase property assessments. Reports include tree health condition, structural integrity findings, hazard rating, recommended actions and preservation protocols. Required for many NParks permit applications and increasingly requested by insurance providers and property developers.

Will you handle tree work for condo MCSTs and commercial properties?
Yes. MCST tree work is one of our largest service categories. We provide full documentation for council meetings, manage NParks permit applications, coordinate with property management on access protocols, and supply pre-work and post-work photographs for AGM packs. Commercial work follows the same documentation standard. Both come with full insurance coverage.
